By 1921 plans for tuberculosis sanatoriums had became fairly standardized and institutions were designed to promote ease and economy in maintaining a facility.

Sanatoriums were comprised of two parts; one for housing patients and the other for administrative purposes. Administration buildings typically housed doctors' and nurses' quarters, a laboratory, and observation ward, kitchen pantry, storerooms, dining room, servants' quarters, and other rooms, but this was dependent on the number of staff and the condition of patients. The EOTS Administration building was centrally located and for many years the other buildings were grouped around it.
